Under the Highways Act 1980, anyone wishing to drive across the footway to park on their property must have an authorised vehicular crossing constructed.
To proceed with the full application, you must have permission to have a vehicular crossing (Section 184 agreement) and have consent to excavate in the highway for the works to be undertaken (Section 171 licence).
What is a vehicular crossing?
Vehicular crossings are where kerbs are dropped from their normal height and the pavement or verge is strengthened to take the weight of the vehicle crossing it to avoid damage to the pavement, pipes or cables buried beneath it.
You must apply if you would like a vehicular crossing to be constructed. If you already have a vehicular crossing for your property, but need to extend it, you will still need to apply for permission in the same way.
If you don’t own the property, you must obtain written approval from your landlord before construction can take place. We will need to see evidence of this before the application can be processed.
For certain classifications of highway, you may also need separate planning permission. You can view the classified roads on our adopted roads map.
A, B or C roads will need planning permission, however unclassified roads don’t need planning permission.
If the road you have selected needs planning permission you will need to visit the planning and building control section.
If the road you have selected doesn’t require planning permission you can start your application for a vehicular crossing.

What happens next?
We will need to assess your request to ensure all the required details are complete. When your request is approved and the vehicular crossing process is completed, an email will be sent with a link to make the payment for the application. Once payment has been made you will receive an email with the approval to have a vehicular crossing (Section 184 agreement).
When you are ready to carry out the works using a suitably qualified contractor (which must be within 5 years of the approval date), further consent to excavate the highway and a Section 171 licence will need to be obtained.
