The Forum advises the local authority, the Countryside Council for Wales and others on the improvement of public access to land for open-air recreation and the enjoyment of the area. This includes both the improvement of public rights of way and the new right of access to open country and registered common land.

The membership has been selected to give a good cross-section of those affected by the legislation and includes landowners, foresters, conservationists, walkers, horseriders, cyclists, anglers and wildlife enthusiasts. The Council has a duty to ensure that the Forum remains as balanced as possible between the various groups using the countryside.

All meetings are open to the public and will usually be held in the Guildhall. The public is welcome to attend.
