An adult at risk is someone who is 18 years of age or over who:

• Is experiencing or is at risk of abuse or neglect;
• Has needs for care and support (whether or not the authority is meeting any of those needs) and 
• As a result of those needs, is unable to protect him/herself against the abuse or neglect

What do you mean by adult abuse? 

People can be abused in lots of different ways: 

• Physical - such as slapping or hitting
• Emotional- such as intimidation, preventing visitors, threats or being deliberately ignored
• Financial - such as stealing someone's money or spending it on the wrong things, putting pressure on someone to make changes to a will or spending their money against their wishes
• Sexual - such as forcing someone into an unwanted sexual activity or touching inappropriately
• Neglect - such as not caring for someone properly, not providing adequate food or putting them at risk

The abuser can be anyone, including someone in a position of trust such as a relative, friend, paid worker or volunteer.

If you believe the person you are concerned about is an adult at risk, please follow the steps below:

1. Is the person you are concerned about over the age of 18?
   Yes – if yes, proceed to Question 2
   No – contact Single Point of Access (Children) on SPOAchildren@wrexham.gov.uk or 01978 292039 during normal office hours. If you believe a child is in immediate danger, you should call the police on 999.
2. Does the person you are concerned about have care and support needs?
   Yes – Proceed to Question 3

3. Is the person with care and support needs able to protect themselves against abuse or neglect?

You may have made a report regarding someone suspected of being an adult at risk yourself, or been reported because of something that has happened to you which could be considered abuse or neglect.

Our Adult Safeguarding Team (AST) have a duty to consider all reports received and where required, address the situation under the Adult Safeguarding Policy.

Adult Protection Complaints

Any complaints received which involve an open Adult Safeguarding referral, will be considered under the Adult Safeguarding Procedure and not the Social Services Complaints Procedure. If this occurs, you will be informed by our Social Care Department and provided with information on what this process entails.
