The Constitution sets out how the council operates, how decisions are made and the procedures we follow to make sure we’re efficient, transparent and accountable to local people.
It contains 22 sections, which set out the basic rules that govern how we do things.
Section 13 details the ‘functions’ we’re responsible for, including a list of functions that can be exercised by employees in key roles - known as ‘Officers of the Council.’
It also contains sections about the rules, protocols and codes of practice that our councillors and employees work under, including how we manage councillors’ payments and expenses.
