Wrexham County Borough Council owns and runs twenty four community centres in local communities throughout Wrexham. They are utilised by local people, organisations and council service providers for a whole range of activities and events.

We offer halls of varying sizes for large meetings, fundraising events and voluntary group activities.

Groups who hire from us offer a whole range of activities from Arabic belly dancing to Yale College outreach classes.

Childrens groups are welcome at the centres, and they attend activ8 sessions, Jo Jingles, mums and tots and playgroups, whilst young adults enjoy youth clubs at various centres. Play schemes are held at some of the centres during the summer holidays.

The Citizens Advice Bureau (external link), community councils, residents and tenants associations, ward councillors and MPs hold surgeries at some of the centres.

We also offer smaller lounges or meeting rooms for smaller groups of people. We are able to provide overhead projector, TV/video equipment and flip charts on request.

All centres have kitchen facilities enabling refreshments to be served and some centres can cater for a larger menu.

We currently provide halls to a variety of groups, for example lifelong learning courses, community councils, playgroups, older persons groups, youth clubs, craft clubs, health & fitness groups, GP surgeries and post offices and offer a reduction in the hire charge for regular scheduled bookings.

Groups and organisations can apply for reduced schedule of charges by a standard rate of 25% for charitable events and organisations and for local fund raising.

Centres can also be booked for one specific meeting or function.

Hiring Period

All bookings are for morning, afternoon or evening sessions.

Conditions of hire

  1. A Booking Form must be completed and signed by the person responsible for payment of the hire and responsible for organising the event activity. They must be over 18 years of age; for persons under this age a guarantor is required. This is an agreement to abide by conditions of hire.

  2. The person(s) or organisation granted hire facilities will be held responsible for any damage or breakage incurred during the course of hiring. The full cost of any damage to the premises or equipment will be charged to the hirer.

  3. Please ensure that you take care of your own personal possessions. Wrexham County Borough Council accept no responsibility for theft or loss of articles or equipment etc. brought on to the premises.

  4. The hirer must ensure that no nuisance or commotion is committed in the vicinity of the Centre and observe the conditions of any additional licenses for their activities that are not included in the premises license.

  5. The hirer shall ensure that any activities for children comply with the provisions of The Children Act of 1989 and the Social Services & Well-Being Act Wales 2014 and that only fit and proper persons have access to the children.

  6. The premises must not be used for any illegal purposes or for any purpose that might offend public taste. The event organiser is responsible for the prevention of any activity that may endanger public safety, for example preventing disorderly behaviour, overcrowding and ensuring that health and safety requirements are observed.

  7. It is a requirement of this booking that you take a register of attendees to your event and familiarise yourself with the statutory fire safety procedures (including location of fire alarms, emergency exits, fire safety equipment and congregation points away from the building) for this centre; these are on display Ensure that you assume responsibility for making members of your group aware of these procedures. Please do not block gangways or exit doors. Please note that there is no public telephone located in this building. By making a booking the hirer is responsible for the provision of First Aid for themselves and their delegates.

  8. Any Electrical Appliance brought into the premises must be agreed by Centre staff. Each appliance MUST have been inspected and passed by a qualified electrician as safe to use and should comply with the current regulations. (Written evidence of this may be required with a certificate that is issued within the last 12 months prior to your booking). Obviously this regulation applies equally to any person or group taking part in your function or to whom you are subletting such as traders, caterers, discos, bands etc.

  9. The hirer is responsible for obtaining licenses where bar facilities are required and for ensuring that the licensing laws are strictly observed. In Centres where the bar area is separate from the kitchen area, an additional charge may be made for the use of this area.

  10. The hirer must ensure that any food prepared or taken onto the premises has been properly prepared, stored and served using guidelines set by Health and Safety regulations. Wrexham County Borough Council its Officers, Servants or Agents are not liable for the death or illness of any person consuming food on the premises caused otherwise than a defective standard of Hygiene in the Centres appropriate food preparation area.

  11. Wrexham County Borough has insured the premises for normal risk, but each hirer should ensure that any insurance risks relating to accidents, personal liability, etc. are covered by the hirer. It should be particularly noted by the hirer that the use of the Centre and all equipment, facilities and amenities is permitted entirely at the hirer’s own risk, and the Wrexham County Borough Council shall not be liable for the death of, or personal injury to any user, or for consequential loss, caused otherwise than as the result of the defective condition of the Centre or it’s equipment, or of the negligence of the Management Committee, its Officers, Servants or Agents.

  12. The current hiring charges are those set out in the application form and these are reviewed annually. The fee is payable to Wrexham County Borough Council prior to the booking or on receipt of an invoice for groups with a block booking agreement. Cancellation between 28 days and 15 days will incur 50% charge. Cancellations made with less than 14 days will incur 100% charge.

  13. A session shall comprise of a Morning, Afternoon or Evening. Hiring charges are per session and a session shall comprise of 3 hours. Hourly bookings will be considered and priced on request.
    The hirer may only enter the Centre at the agreed booking time and must leave promptly at the end of the agreed booking time following the arrival of a member of staff. Contact details for emergency use are displayed on the information board in the Centre.

  14. Hirers will be required to leave the premises in a tidy and satisfactory condition at the end of hire.

  15. Smoking (including the use of electronic cigarettes) is not permitted in any part of the building or premises.  The bringing onto the premises of recreational drugs and or substance misuse will not be tolerated at the Centre and will result in the cancellation and refusal of any future bookings and prosecution.

  • One free session per week to be shared by locally recognised voluntary groups (25% reduction for WCBC Departments who are excluded from free sessions) of:
    • Older persons’ groups
    • Disabled organisations
    • Youth organisations
    • Children’s groups
  • Discretionary power of the Community Centre Management Committee to reduce schedule of charges by a standard rate of 25% for charitable events and organisations and for local fund raising.

Deposits

A non-refundable deposit of 25% of hire charge is required at the time of booking. (This does not apply to regular block bookings.)
